Here is another snazzy little layout that breaks with Internet Explorer. Assign a background-color to the HTML tag. Position the BODY tag 25% down the page, and you have a nice layout with wide borders above and below.

Originally this was done with assigning border-top and -bottom to the BODY tag, this does work with Internet Explorer. However, one cannot assign perctile values to the border style.
